It sounds like the ballast is not putting out the proper voltage to ignite your new lamp. If your TV is anywhere near 5 yrs or older this is common.

If your TV is 5 years or older I would definitely look into replacing the ballast. That is they're average life span. If not replaced they do begin to have issues the most common would be lamp not igniting or lamp suddenly shutting off.

The ballast does not control the fans. Please make sure the lamp door is closed fully. There is a sensor switch there and the ballast will never make the attempt to ignite the lamp if this is not seated or closed properly. Please advise if the door was closed or not.
