hlp5063a HELP,STUMPED

Ok first the history,I have a samsung hlp5063a dlp tv,2004 model,I have replaced the collor wheel 2yr ago and replaced the lamp 1 month ago.

My problems-When I replaced the lamp my tv would only turn on after cycling on/off 2 times (basicly 6 times befor it turned on),It has worked like that for a month until a week ago when I went to turn it on it would cycle the 3 times on/off and would only get sound (no picture) and after the last cycle it would shut off completely and I would get the 3 front blinking led lights.I removed the back part of the tv and noticed that the lamp isnt turning on and the ballast isnt clicking and no spark/arch.I have removed the collor wheel and it spins freely like it should and have tested the voltage coming from the power board to ballast and iam getting 318-320 volts.Iam also only hearing 2 clicks,1 from powerboard,1 from where the light tunnel area is.

Iam also hearing a weird whistleing sound that sounds like an old cartoon when a bomb is falling to the ground (best way I can describe it).It is not the banshee scretching sound that usually comes from a bad collor wheel.

So basically iam stumped but iam leaning toward a bad ballast.so if anyone could lend me any ideas or good advice I would really appericate it because I dont want to give up on her yet but for 100 bucks I can get the exact same tv or newer.
