MW-52527 No Picture at all. Does not power up

I recently received this from someone. It does power the status lights. I get a solid or blinking red light. They said the Lamp is new. It looks very unused. I believe I either have a bad ballast or power board. My feeling it is the ballast. As it will not respond with anything at all right now.
