A friend gave me a Panasonic DLP TV model: PT-60DL54J he bought it new and only had it for 4 years before it stopped working (last6 months in storage). after bringing the TV home he couldn't get it to come back on. (moving company not sure if it was handled gently but it looks showroom) I bought it home to try my luck. Ive had a little success with electronics before (former Army electronic technician) Power button on- red light blinks 3 times then goes out /no sound/no picture/ removed rear cove/removed lamp & housing /used compressed air to clean- very dirty inside made sure to clean good especially around fan units. put lamp back in place/tighten screws. pushed power button on now light blinks green over 100 times goes out still no picture or sound. I still cant hear any noise inside "NO FANS TURNING". Maybe power issue? when should the fans come on?

If your model is like mine there's a small "lamp cover switch" that has to be pushed by the back panel in order for the lamp to come on.
Sometimes the backing can get warped, so try taping the switch pushed all the way forward or back.
If that doesn't work it may be a power issue or a bad bulb.

I thought I looked all over this front panel & light assembly area. but I did find a switch however there is something missing or broken because there is no way for the switch to be activated not on lamp housing or front cover. (that's OK I can jimmy that later). "Symptom change" Now I push power button led is green 18 blinks/hear fans/see lamp come on then goes out/ repeats 3 red blinks/still no picture or sound.

Have you tried resetting the TV? Sometimes that works.

If you mean resetting by unplugging from outlet waiting a few hours then trying again yes I have tried that. I also tried turning on the TV with the lamp removed (lamp cover switch pressed). I can see both fans come on (not sure how fast there turning) but after a few seconds the TV turns off same as before & repeats 3 red blinking.

WOW! thank you! now lets see if I can figure this out. I read another post from a different forum same TV he said he replaced 2 fans and now TV works fine. He said replaced the fans because they were the cheapest fix and he thought they should be turning faster then they were.

Look like you're right!
See section 8, 8.2 "Power LED Flashing timing table" in your service manual... according to that the fans should be the issue.
Wish my service manual was this easy to read!
Let me know how it goes.

BAM! FixItMeself, You are the man! I did a little test before I ordered the fan. I got caned air (which comes out really cold) and from about 12" away I sprayed while I turned on the power and the picture came on. OK, now I know the fan is not properly cooling. ordered the new fan installed it and now TV works great!!! couldn't have fixed this without our help. THANKS!! :D
