just replace my bulb and tv keep cycling will not start and stay running help

What do you mean by "cycling"?
What kind of TV do you have? a DLP or a LCD projection?
Do you hear any strange noise coming from the TV?
Is there any more symptom you can provide us?

i have a 65dr650 dlp sharp.
what mean is that it try to start then shut down and try again over and over but it never come fully on. yes i do hear a strange like it fan are not working right.

It's most probably your color wheel, however I recommend to check your fans first and clean them up. If it doesn't work then replace the color wheel.

it something todo with power the bulb light then it shut down then it light then shut down over and over

If your lamp is not well-ventilated the TV turns Off due to overheating, that's why I recommend you to check the fans and air vents first. The bulb shutting down over and over again could also be a ballast issue, maybe is not reaching enough power to keep the lamp ON. However a color wheel malfunctioning could be detected by a sensor which sends a signal to a circuit board to turn the TV off.

So the question would be:
What kind of noise are you hearing?
clicking (ballast), whining/buzzing (colorwheel or a fan) or none (lamp)?

P.S. clean the fans and air vents before turn the TV ON and check the noise.
