replaced bulb and housing with new factory bulb and housing, reset tv and it turned on and the menu and everything flash every 2-3 seconds for about 1 minute then red light comes on. bad ballast board?

WD-60735 flashing then red light
OK I have replaced the bulb and housing with OEM and now tv starts and flashes the mode repeatedly for about 30 secs and then red lamp light comes on. All Fans are working. Bad Ballast?
