POWER PCB -If bad, what works, what doesn't?

I have another post asking when the color wheel should start, but also wanted to ask what I should observe if the power PCB goes out. When I power the set on, it starts as normal, fans spinning, electrical hum, but the lamp doesn't light, and the familiar sound of the ballast starting the lamp doesn not happen? I checked both the ballast and the lamp by replacing them with others I have, no change. As mentioned in the other post, the color wheel does not appear to spin either, although the connections seem fine and the wheel itself can be turned by hand w/o issue.
So would fans turn, and other components charge if the power pcb was bad? Thanks again.
