Lately my t.v has taken a little longer then usual turn on. Then yesterday it just wouldn't turn on at all, but it will play sounds. Here is a video of my t.v going through the process of attempting to turn on. Does the ballast look like it is properly working? And does that charging sound indicate anything at all? you can hear it wine down when the fan stops.





Any help will be greatly appreciated

Have you taken a look at your lamp to see if there is any damage? if so when was the last time you changed it? If this TV has a new lamp then the next logical step, given the symptoms would be to indeed replace the ballast, the arching sound can be a weak ballast.
