philips dlp issue
philips dlp tv is dark around the edges and every time i play xbox the picture quality is dark is this a lamp issue is it time to replace

There are a few possibilities, but I'll go with the obvious first...
The lamp. If you've had that lamp for a very long time, without replacing said lamp, than that may be your first option in troubleshooting, since you're going to need a new one anyway. TV lamps and bulbs of 2-3 years old should have a back up handy because you never know when it's going to go out after 2 years of normal use. You can check for wear and tear on the lamp by pulling it out and inspecting inside the lamp itself to see if the lighting element has cloudy discharge on it. That lamp may not be burning as bright as it once was.
Symptoms include the lamp taking longer to warm up as well.
Other issues may be a power supply or ballast, but I don't think that may be the case here.
