32hl67u toshiba doesn't turn on

it turns on and screen lights up but have no picture or sound . you can not even bring up the on screen display. took tv to toshiba sevrice center .. they said hdmi board was bad??? i replaced the board with one out of a tv that had the screen broken and it still acts the same ..any ideas ?? 50 bucks to someone who can help me solve it!
